    A loooong time ago, there used to be dump/undump binaries in the
    Linux distro's

dump/undump predated the Linux kernel by a good many years, actually.
I remember typing CTRL-\ to BSD 4.2 vaxen.

But in any case, of course you're right that current TeX distributions
don't do dump/undump any more.  Like you, I don't know of anything but
Emacs that does it these days.
