I believe an effort is made to kep tex pure in TeXLive 2007.
Of course, in Windows, all versions of tex are stubs that merely
call an appropriate DLL. However, tex.exe calls tex.dll whereas
etex, pdftex and pdfetex call pdftex.dll.
So, in some significant sense, tex is not pdfetex. I think that was
not necessarily the case in earlier TeXLives.
