technically speaking, no. dvips supported the "hypertex" \special
commands, which hyperref has a backend for, _before_ hyperref. but
hyperref also issues generic raw PostScript \special commands which
dvips understands.

anyway, whichever way you look at it, dvips and hyperref work together
well.
