To quote a few lines from that file:
Please note that the Web2c distribution is a bare-bones distribution
in source form, and building a complete installation from it is a
non-trivial matter. For most uses, it is a better idea to install a
distribution with pre-packaged binaries for your platform. An example
of such a distribution is teTeX, which is based on the Web2c sources.
So, unless you know for sure, that you really want the "bare" web2c stuff,
you should better go to
http://tug.org/teTeX/

Only obsolete versions of dvips are distributed "stand alone". The
current releases only happen in TeX Live and teTeX these days.
