[tex-k] odd behaviour of dvips if .pfb not present

i'm testing tetex 2.0.2, in this instance for writing a faq answer.
if i delete something obvious, like cmr10.pfb, dvips (5.92b) carries
on (apparently) as if nothing had happened: it even gives the
encouraging <cmr10.pfb> noise on the terminal.
however, it's treated the font as if it were printer-resident: just
not embedded it because it's nowhere to be found. since it's not
resident (in any printer i have), the text comes out as courier.
is this intended behaviour? an earlier version (i've tested 5.86d
from tetex 1.0.something, as well, today) stopped with an error
message.
