[tex-k] duplex and tumble support in dvips

If the code read in using -t is put in ProcSet, but should be in a Setup
section, would it not make sense to have an option parallel 
to -t which *does* put code in the Setup? it seems more generally useful
than just adding more options for tumble and duplex.
