[tex-k] \write writes out TeX's `^^' quartets instead of 8-bit chars

In retrospect, I don't think I misread the code.  Bear in mind that in
this version, output to a file is governed by -translate-file, but
output to the terminal and log file is governed by LC_CTYPE (through
setlocale(3)).
