If "foo.ofm" is absent,
kpse_find_file("foo.ofm", kpse_ofm_format, 1)
calls a script mkofm:
mkofm foo.ofm

However the content of mkofm is "mktextfm" and
inevitably fails. There is no means to autogenerate
ofm at present. I think mkofm had been a future
project.

Therefore MustExistFlag should be 0 in the
case of ofm search.
