It did exist before in old odvips. I was using odvips by setting

  found_name = kpse_find_file (file, format, 0);
#else
  found_name = kpse_find_file (file, format, format != vfpath);
#endif
(without deep thinking), in order to exclude error messages from
mktextfm.
