Well, i have to admit now that it's not solvable as i had naively
guessed. Seems the mktex.cnf is a file that is read only by the shell
program mktex.opt, and kpse has no idea of it (i had thought it has and
it's integral part of kpse). So one can't get the default dpi info from
mktex.cnf easily into pdftex, and the dpi value also isn't in the
environment. But unfortunately the dpi are required for calculating
pk_scale_factor, a quantity used inside pdftex. So maybe one has to live
with really always setting \pdfpkresolution to the right value?
