document's title in Postscript instead of DVI filename

It is not implemented yet. It may be possible to implement
through a combination of a change in the LaTeX macros and
an extension to dvips. Can you ask the original
submitter of the bug to try to motivate why this is useful?
Is the %%Title DSC comment used somewhere interesting
that we should be aware of?
