it's trivial, as we all know, to get don to change plain.tex to have a
command to set a \special if the output is to dvips.
or not, perhaps?
come on, folks -- get real: joel is at the heart of the problem. the
only dvips dependency in latex as distributed is in the graphics
package: are we suggesting that latex should acquire an output device
dependency at the heart of most documents? and plain tex, and context,
and ...
if you want this, and can persuade dvips' maintainers to go with it,
write your own package: it's not difficult -- indeed, other things
being equal you can write it without even descending to latex
internals.
otherwise, settle on pdf as your final output medium, and have
hyperref put the title in your file for you.
