    How do I invoke ACCESS....and where do I find the web-site for ACCESS
    documentation

I am wondering if you are really talking about the kpseaccess program
that is part of kpathsea.  The documentation on kpseaccess (originally
named access, many years ago) is in the kpathsea manual,
http://tug.org/texinfohtml/kpathsea.html.

If you're talking about something else, I have no idea.
