[tex-k] Dvipdfmx may be have a bug? Encrypted pdf does not use the specified owner password

I think that I have fixed the bug in r43760 in the TeX Live SVN.
Anyway, it is simpler not to use command-line option(s) for
encryption, if one uses  \special{pdf:encrypt ...}.
