[tex-k] [cweb] New and extended CWEB based on CWEBbin [RFH]

Dear all,


ten days and a few 'rebase'ments later you should pull a fresh clone of
the second release candidate of the new CWEB in TeX Live from
https://github.com/ascherer/texlive-source/tree/integrate-cwebbin-in-texlive

Numerous adjustments were made and now the sources can be TeXed via
$ CWEBINPUTS=.//: cweave common comm-w2c
$ CWEBINPUTS=.//: cweave ctangle ctang-w2c
$ CWEBINPUTS=.//: cweave cweave cweav-w2c
$ TEXINPUTS=.//: pdftex common
$ TEXINPUTS=.//: pdftex ctangle
$ TEXINPUTS=.//: pdftex cweave
for inspecting the modifications and extensions in print.
