This page has lots of empty space in the bottom so it is not the reason, IMHO.

The code looks much better with the following change to tex.web:

      {now pull out all the stops: try for the system \.{plain} file}
    @y
      @/@t\4@>{now pull out all the stops: try for the system \.{plain} file}
    @z
