[tex-k] Bug in C/TIE?!

Hello group,

I find that both TIE and CTIE fail to apply the innocent change file

<change.ch>
@x
@* Index.
@y
@z
</change.ch>

to the innocent main file

<main.w>
@* Intro.

@* Index.
</main.w>

with the innocent command line

$ [c]tie -c main-intro.ch main.w change.ch

The single change is chopped to

<main-intro.ch>
@x
@* Index.
</main-intro.ch>

without the necessary '@y' and '@z'.

Adding anything -- an empty line or @qBug in C/TIE@> -- in change.ch 
results in a valid main-intro.ch.

Is this a known (mis)feature?
