[tex-k] Bug in C/TIE?!

For starters, I find it quite interesting that the innocous task to 
"format the smallest program (MMOTYPE) in the MMIX system with CTWILL" 
unearths one issue after the other: First the limiting 'max_tex_chars' 
value in the CTWILL source, then the issue with the non-empty NOS-page 
with repeated mini-index, and now the peculiar situation with C/TIE.

Note that C/TIE already makes provision for this: "At the very end it is 
wise to check for all changes to have completed, in case the last line 
of the master file was to be changed." However, both fail in the case 
where the last line of the master file shall be deleted.
