I copied ifsym10.600pk into c:/tmp/t and tested
pdflatex --output-directory=c:/tmp/t t.tex
But it failed to find c:/tmp/t/ifsym10.600pk and
failed to create c:/tmp/t/t.pdf.
I think that the easiest way to fix the problem is
not to use TEXMF_OUTPUT_DIRECTORY in mktex*, as
John Collins proposed.
