i confess I had not thought of *two* CDs. I had thought of a single
master setup from which we could generate

 - a DFSG TeX CD for GNU or whoever to sell
 - a non-free CD for TUG, if it does not want to bite the "free"
   bullet

i was not imagining TeX sending out two almost identical CDs
