if people want to join, i see no objections

i'd prefer NOT to make it public, as discussions may be `personal'
or judgemental ("oztex is rubbish, leave it out"). 

there is a case for a public tex-live _discussion_ list, possibly. but
as it stands, i'd keep this list for administration and for bug
reports.
