http://texlive.dante.de/texlive/Master/texmf/packages/ contains the
basic package descriptions and lists of files, and
http://texlive.dante.de/texlive/Master/texmf/collections/ contains the
specifications of the collections

look at eg
http://texlive.dante.de/texlive/Master/texmf/packages/rcs.tpm,
and
http://texlive.dante.de/texlive/Master/texmf/collections/french.tpm,
and all will become clear.

the old texmf/tpm from last time has gone away
