[tex-live] 20000425 image on Windows: disappointment!

"Run TeX off CD-ROM" is intended for quick setup so we had to install
*any* normal text editor as Windows doesn't have something *usable*
on board. Notepad isn't any serious alternative (e.g. cannot read
files with LF eol). Moreover WinShell is already configured for TeX
programs, has as easy as possible menus, buttons, latex help, etc.
The setup is intended especially for beginers and sets the environment
not permanently.
As you can read in TL doc, the alternative for running TeX off CD-ROM
is mkloctex.bat, so you can use your prefered editor and set env
for more sessions...

So regular user cannot also install NTEmacs, I hope.
