Now you've got me thoroughly confused. I *was talking about* local
additions: fonts/macros/packages the user adds to her installation.
Stuff that goes in .../texmf.local

You seemed to be implying that this stuff is referenced in texmf.cnf
as VARTEXMF. If so, what is TEXMFLOCAL used for?
