Well, (a current version of) Xdvi shouldn't generate bitmaps for
Type1 fonts in the first place; If configured correctly, it
should be able use the .pfb files directly, and generate PK fonts
only as a fallback.

To debug this, check the output of
   xdvi -debug 65536 file.dvi
for lines like
   T1 version of font xyz not found, trying pk

As for correct configuration - I don't know how this is set up in
TeXLive, but in teTeX-beta xdvi.cfg contains the line:

dvipsmap ps2pk.map

and ps2pk.map lists the existing .pfbs.
