Can you confirm that c:\NTEmacs is actually a sibling of the directory
where you put TeX (ie: TeX in c:\TeX for example) ??? Else, send me
the log file please.

I'm not fond of making let the user chose the location of Emacs
installation because :
- the default is in "c:\program files', and that is the Windows way
- I will have to handle the unattended mode (--quick) and it is
annoying.
