Just for everybody's interest: This was his problem:

As pdflatex.efmt and latex.efmt are needed for other formats, fmutil 
-all went into a (seemingly?) endless attempt in producing these 
formats and failing because of a missing hyphenation file.

I do not have a TL here so I cannot test why it was not found.
