[tex-live] Make of source.development fails on install

It seems that an independent creation and installl of just the binaries 
is not possible anymore. Why is this? Why should I at this point in 
time (install) have to recreate the formats?

My setup (for Mac OS X distribution) is such that I produce a separate 
texmf and binaries distribution, updated separately. Creating formats 
is then only possible when both are installed in the same location. 
Until now, I could do this with TeX Live, as it just (as it should) 
installed the binaries and libraries and left the creation of formats 
for me to do at a time of my choosing.

This link now seems to make that clean independence impossible.
