For TeX and friends .pfm files can be considered as auxiliary for .pfb,
not real metrics.
All .pfm files on TL take less then 1.7MB (.pfb files ~192 MB)
Having .pfm and .pfb together means also that we'll remove
fonts/pfm tree and the whole structure (and ls-R ;-) will be smaller.

usability vs. stricte guidelines... I think that TDS standard
could follow that idea.

Why not. If they have Adobe Type Menager ("light" version is free,
Win 2000 and XP even doesn't need it), they can use Type 1 fonts in
all graphics applications and produce .eps files included in TeX files,
having the same fonts in labels, math symbols, etc., as used in 
the text.
