[tex-live] where are we going?

I have made (in my source tree) all the changes to accomodate the new
tex.web file. But I can't guarantee anything about the result, apart
that the usual tests do run. I even added encTeX to web2c 7.5.2, on top
of TeX 3.141592. If you want the change files, I can upload them to
source.development.
