[tex-live] usergrps/TUG removed, others?

How about replacing it with file that has a pointer to the TUG Web
site page that points to other user groups; that way, recipients of
the CD-ROM will still be able to find them, and we have a better
chance of the information being up-to-date.

As any Lisp programmer knows, pointers to pointers are often more
useful than pointers to data, since they facilitate compaction and
rearrangement.

The PDP-10 (on which TeX was developed) had a hardware instruction to
follow a pointer chain in one step.
