[tex-live] win32 version

I intend to submit a bunch of things to the texlive depot in a few days.
My goal is to reach a closed set of things to build documents. So that
means:
- an editor, namely xemacs + some packages
- ghostscript
- graphics tools

I  don't mean   that these packages   will  be mandatory, but a  default
configuration will  be offered  with  them.  I  don't   want to rely  on
external packages anymore, so it is easier to  package all this stuff at
once and let xemacs support the configuration.

The problem is that everyone syncing with the repository will get a copy
of  this stuff, which means x10Mb.  So I wonder if  it  is reasonable to
submit    it    in the  main   branch,  especially     given  it  is not
finished.

Sebastian,  wouldn't it be better  to create  a new branch for
windows and merge the changes when they will stabilise?
