[tex-live] TEXINPUTS, pdfTeX and texmf.cnf

It has always used TEXINPUTS to find that files afaik. Recently, pdftex
started to read pdftex.cfg also when dumping formats.

I think that the real fix is to decouple pdftex.cfg from TEXINPUTS.
That file is not "tex syntax" and belongs to a pdftex specific
directory in the texmf tree. A new search path should be used for
this.

I think, for now, we should just add missing TEXINPUTS.progname instead
extending the default TEXINPUTS searchpath more. That would give the
wrong sign.

Who wants to edit texmf.in in source and texmf.cnf in Master? I don't
(will now go to bed).
