[tex-live] enctex support files in texmf

There are about 3000 lines of perl code to do that in Master/Tools (TL
depot).

I don't agree that much with this approach. This stuff is a mess today and
it is very difficult to know how any change can impact existing
installations or future ones. Even worse, any such change will impact any
tools for package management and I'm not sure there is much programming
manpower to assume those changes.
