This might be a little off-topic, but here goes.

I agree, this would be a big plus.  Especially for web servers that
need to generate many small PDF files.

But modifying pdfTeX in this way might be hard.

Better might be to use --ipc enabled TeX piping into a dvi to pfd
translator.  Such as dvipdfm, by Mark Wicks.

In any case, enabling ipc on TeX is easy (at least on Linux/Unix).

Doing something similar for pdfTeX is likely to be much harder.
