Nicely expressed, David! In one my incarnations, I run an open source 
advisory service
for UK higher and further education, and we have a standard presentation 
we give to
developers who want to "be the next 
Apache/Mozilla/OpenOffice/Gimp/whatever".  We say just
the same things as David:

TeX world seems entirely out of sync with the world in this respect.

Intertesting that David mentions the Hurd; one might have cited that as 
a project which failed
for the same reasons David is castigating Omega. I am glad to hear it is 
not after all dead :-}
