there is no special treatment needed for context since it's designed to 
handle any driver/backend without the need for special format creation;  
for the sake of  conforming  what users expect from tex (context), it 
should default to dvi output (the output driver defaults to dvips; 
needed for special mp processing purposes; changing that would force me 
and users to patch mptex calls);

so: dvi output and all primitives present
