[tex-live] Build issues: 'm4 -P' is a GNUism

At present, I'd probably prefer the use of my manual pages (I'll
update the .min ones to what they are in the web2c sources).  But I'd
appreciate it if you'd look them over and let me know whether changes
need to be made.
