May i remind you that not that long ago, the czech hypenation patterns were 
messed up, i.e. had become macro package dependent, which messed up the 
live of some users, maintainers, etc. So, apart from the fact that the tex 
live/tds team tries to get the structure right, there may becoem a time 
that they start putting constraints on the files themselves (well, it would 
be a good thing to sort out the whole hyphenation mess anyway).

So, to come back to your arguments: any change (and tex live moves forward) 
has consequences, for writers and maintainers, and even for other package 
writers (who, as i found out, have to adapt to changes in packages). Such 
is live and that is the price for progress. Since tex live is the standard 
distribution, those who depend on it will follow.

PS. Another chance affecting czech users will be that the lmr fonts will 
replace csr etc, yet another step in making live easier. Of course that 
would render some documentation useless too.
