I've submitted my changes to tex.ch, lib/texmfmp.c, and some other
stuff.

Some notes:

texk/web2c/Makefile.in
   Thomas, this may break fmtutil - if so, I'm sorry.

I note that texlive/development/TeX/Makefile.in omits pdftosrc, is
that deliberate?

I've added texk/web2c/man/pdftex.min and texk/web2c/man/pdfetex.min as
my versions of these manual pages.  Someone else may want to see if
there's anythimng worth merging with the new m4 cruft.

Please read the "encTeX, 8bit encoding, ..." thread.  It matters.
