[tex-live] TL2004: Technical problems and testing

That's fine with me. So, we'll have a teTeX-3.0 which forces users to
switch (and hopefully helps them with tools and documenattion).

And we might have a TeX Live sometime with something else and sometime
later with something different from then. Well, given that Sebastian has
announced to drop the leadership of this project, this has to be that
vague... Argh... TeX Live without Sebastian... I can't imagine that...
