    for practical purposes, work in Master/texmf-dist/tpm.

package tpms, following the notion that texmf is the "base" tree,
stuff output by make install, plus a random assortment of other basic
macros, notably tex/generic/hyphen.

Whereas Master/texmf-dist/tpm has tpm's for most all the packages,
including the base formats.

Fabrice, could you explain again the rationale for putting some inputs
in texmf?
