The build procedure writes to texmf. Reading from texmf-dist is needed if
one actually wants to create the format files during "make install". If
texmf-dist is not found during "make install" (e.g. because the prefix
points somewhere else), this causes no harm; only: you don't get any
format files.

"fmtutil --all" checks for all enabled formats if it can find the .ini
file specified in the config file. If not found, the format in question
does not get build (without error).
