Sorry, too terse, I can't make sense of "natural.tcx" or
"operating_system", and the chart was misformatted in my Emacs.

Only the behavior of log files (which wasn't in your list) and terminal
output is under discussion.  (I don't know the behavior for the other
things you list.)

I'll repeat.

The question is whether (1) to keep tty/log dependent on the system
locale, i.e., system environment variables such as LC_CTYPE, as it was
in 2003.

Or (2) to make tty/log output use the --8bit option and tcx files.  (If
neither is specified, Olaf has Knuth's definition, ie ASCII, as a
default.  It doesn't matter in practice, since the format files will get
built with 8bit.)

We know that Petr feels they should depend on --8bit/tcx.  I don't
disagree, especially since Petr has reminded us that with
--translate-file until 2002, isprint() was not used.
