[tex-live] dvips doc

Karl,

For some years I've got a conclussion that your html version of dvips
documentation is the best one available and the only one trying to be
up-to-date (compared to dvips.tex). Please note that info files are hardly
usable for e.g. windows users (not to mention man pages), so may I ask you 
for updating the html version? I can't dare to ask for updating
also dvips.tex, which in turn is distributed everywhere in the pdf version
(see e.g. TL2003: dvips 5.66).
