Interesting. mktex.cnf is of course the file that you should edit to
set (or get rid of) these kinds of options.

Well, in the kpathsea sources, mktex.cnf only contains commented-out
examples. _I_ consider using the fontmaps a last resort because they
often give results that vary wildly from the way files are currently
placed in the texmf tree (and I don't see anyone eager to go add all
the special cases in special.map). Evidently someone, somewhere,
disagreed with me.
My personal preference is for this default to be changed. However, I
don't consider myself the right person to mess with that part of the
tree.
