Then what is the way to add something to texinput without patching texmf.cnf?

Maybe we need something --extrainputs={abc,def,gef}//  which is internally 
prepended to the texinputs var of the specific progname; a feature like that is 
needed in order to be able to use resources that are not present in the 
texmftree but still have some of the security provided by paranoid inclusion, 
something like

   -include-directory=

in miktex.
