[tex-live] texdoctk errors for Tk.pm 804.027

I corrected accordingly texmf/scripts/tetex/texdoctk.pl (#6427) which is
used for win32. It works quite well, except loading TDK_OWN viewer for
text files. I could change texdocrc-win32.defaults for e.g. notepad.exe
but notepad dispays badly text files with LF-only line endings. 
Ehh... crazy windows.
