There is no real issue. Because it is always to draw from p4 with a 
certain date. For TL2003 I draw from source @ some date in sep 2003, 
for TL2004 I will then draw from some other date. What is a possible 
problem then is that I need two accounts, I guess, because switching 
would be very expensive, build-wise.

Master is not a problem for another reason. Packages that are updated 
often are compatible with older versions of TeX. So my "TL2003" based 
setup has some parts that are from today. So far I have no problems 
with that approach.
