Your example gives the same protrusoin for both hyphens using pdfeTeX, 
Version 3.141592-1.20b-2.2 (Web2C 7.5.3) (INITEX), from 
http://pdftex.sarovar.org/src/pdftex-20041124.tar.bz2.
